Grafton Organizational Meeting

On  January 5, the Grafton Town Board held its annual  organizational meeting at 6:45 pm in the Town Hall. The following actions were taken:
Supervisor’s Committee Appointments:
Fire and Rescue Squad – Councilman Crandall and Councilman Fredricks
Parks and Cemeteries – Councilman Crandall and Councilman Fredricks
Highway – Councilwoman Claus and Councilman Fredricks
Buildings and Grounds – Councilman Crandall and Councilman Fredricks
Street Lighting – Councilwoman Claus and Councilwoman Messenger
Re-Cycling – Councilwoman Claus and Councilwoman Messenger
Insurance – Councilwoman Claus and Councilwoman Messenger
Employee Benefits – Councilman Crandall and  Councilwoman Messenger
Other Supervisor Appointments: (annual salary)
Bookkeeping Services ($13,500)
Bookkeeper for Periodic Record Audits – Laura J. Reynolds, CPA
Town Bookkeeper – Tyler Sawyer
Deputy Supervisor – Councilman Fredricks
Town Historian – Patricia Niebuhr ($500)
The following Board appointments were made:
Attorney to the Town of Grafton – Salvatore Ferlazzo
Dog Control Officer Marty Sawyer from January 1 to June 30, 2011 ($4,500 annually)
Board of Assessors Clerk – Helen Hemendinger ($10,500)
Planning Board Member – James Goyer, Sr., through December 31, 2015 ($725 annually)
Sole Assessor – Jon Craig Surprise through September 30, 2013 ($23,000)
Planning Board Chairman – Tom Withcuskey ($1,450)
Planning Board Secretary – Jessica Crandall ($75 per meeting)
Official newspapers – The Record
Court Clerk – Kathleen Mason-Wagar ($4,000)
Building Inspector/Code Enforcement Officer – Thomas Withcuskey ($14,980)
Engineer to Town as needed – Russ Reeves
Senior Citizen Representative – Connie Alderman
Board of Assessment Review Member – James Goyer, Sr., from October 1, 2010 to September 30, 2015
Town Clerk Appointments:
Deputy Town Clerk – Kathleen Mason-Wagar ($500)
Deputy Registrar of Vital Statistics – Kathleen Mason-Wagar
Town Highway Superintendent Appointment:
Deputy Highway Superintendent – James Goyer
Banks/depositories – Pioneer Commercial Bank
Time of meetings of the Town Board – Second Thursday of each month at 7 pm
The Board authorized:
Deputy Supervisor signature authority on Town checks in emergency situations
Town Supervisor the use of a facsimile signature stamp
The setting of fees as listed in the January 1, 2011 Town of Grafton Fees Schedule
The setting of the mileage reimbursement rate at $.51 per mile
The pay of full time hourly employees, part time hourly employees and appointed employees per the 2011 Town of Grafton Budget.
The expenditure by the Highway Superintendent of up to $2,000 on equipment, tools and implements without prior Board approval.
Dog License fee for spayed/neutered is $3. Fee for unspayed/unneutered is $110.
Return checks fee to Town is $35.
Supervisor Kirchner reminded all Board Members that the annual accounting of the books for the Town Supervisor, Town Clerk and Judges and Tax Collector will be held at 6 pm on January 13 in the Grafton Town Hall.  Books will be on display for all Board Members to view.

When the Grafton Methodist Church closed, it donated its steeple bell, a Meneely bell to the Town of Grafton. In early December the Town of Grafton removed the bell from the steeple and gave it a wonderful home in the Grafton Town Hall. The bell was made by the Clinton H.
