Engineer Lawrence Marshall of Mercurio Horton Tarolli of Pine Bush, NY, addressed the Town of Hoosick Planning Board on Monday evening, July 16. He gave the Board detailed written materials and drawings for a Dollar General Store to be located on the 1.78 acre site of the ERC Warehouse on Route 22. The plans include removing the existing buildings and replacing them with a new 9,100 square foot structure with an emergency exit.

The old well will be abandoned, he said, and a new one drilled. There will be 30 parking spaces, a loading dock and a concrete pad for a dumpster. Propane tanks will be enclosed. Lighting will be downward. The property will be landscaped. Rainwater runoff will continue, as it has in the past, to flow into the Hoosic River. This was a concern to Board members. However, Marshall said, they were not changing the drainage path but they would be reducing the runoff and treating the water so that is should be cleaner when it reaches the River. He assured the Board the plan was DEC approved in context. Attorney Denis King said the plan sounded like it would be an improvement. Marshall will bring more information on it to the next Planning Board meeting.
The building will have an 18 foot by four and one half foot sign attached it. Marshall said it is his understanding that the store will be open from 8 am to 10 pm, seven days a week. Hours may fluctuate depending on demand. He expects Dollar General will employ seven to ten people. He also noted that local contractors will be used to build the store. Once Primax Properties has Board approval and the purchase goes through, Marshall expects the store will open in 120 days. Attorney King read through lists of requirements for Board approval. All the requirements were met. The Board waived a public hearing on the proposal. King told Marshall that the proposal would have to be sent to the County for its approval. He expected the process would be completed by next month’s meeting on August 20. Marshall will return to that meeting with more information on the drainage issue.
Brown Property
Town Councilman Bruce Patire came before the Board with Garry Brown. Brown said he owns several properties around the old Flomatic Plant in North Hoosick. He would like to sell one of those properties and inquired about the process. Attorney King said it appeared to be a simple subdivision. Brown will return to the next meeting.[/private]
