The Town of Hoosick Planning Board met on Monday evening February 24. The January meeting had been cancelled because of bad weather.
Planning Board Chairman Jim Dunigan asked the members to stand and introduce themselves as two new members were in attendance. [private]Long-time Board members are Dunigan, John Cooney, Steve Griffing and Daryl Cipperly. Newly appointed members are Bill Hanselman and Everett Quackenbush. Quackenbush had served on the Board previously. Dunigan noted there is still one vacancy on the Board.
Baker Simple Subdivision
Paul Baker has been before the Board several times regarding a simple subdivision on Baker property. The final step was to bring maps of the property to the Board to be stamped. Baker had the maps, and Dunigan said he would have them stamped the next day.
Dunigan Subdivision
Jim Dunigan recused himself from the Board and left the table. Representing him was retired attorney and realtor Bill Johnston. Johnston said he first came to the Board for discussion of the Dunigan subdivision in September, but there was no quorum, so the meeting was only informational. He was there in November with more information. In January the meeting was cancelled. However, now he had all the necessary information, the deed covenant, soil maps, subdivision survey plan, a completed application and a tax map for the Brimmer Farm property in Hoosick, West of Route 22. Of the 310 total acres, 260 will be developed and 250 will remain undeveloped, encompassing 220 acres of forest and 30 acres agricultural. The subdivision consists of four lots in a residential and agricultural zone. The first lot contains a home with an existing driveway and 65 acres. The other lots are 35, 55 and 105 acres. The Board chose to be the lead agency and reviewed, at length, all the submitted material. The Board approved the major subdivision application with a final conference and Public Hearing scheduled for March 18 at 7 pm.
Green Subdivision
Wayne Willson again came before the Board representing Virginia Green regarding a four acre simple subdivision of property on Route 67. The Board approved the subdivision.
Cell Tower Improvements
Michael Cusack of Verizon Wireless addressed the Board regarding the upgrading of the three cell towers in Hoosick. He told the Board that, according to the study undertaken by engineer Russ Reeves, there is no question that the tree tower on South Street in Hoosick can handle the few upgrades planned. The tower on LeBarron Road, he said, was determined to be at capacity. The FDA tower on Wilson Hill Road can be upgraded. The Board had a copy of Reeves’ report, which it will turn over to the Building Inspector. The Board approved the upgrades with stipulations that Verizon follow the guidelines recommended by Reeves. The engineering study costs were undertaken by Verizon.
Rietz Simple Subdivision
Brian Holbritter represented Nancy Rietz regarding first a boundary line adjustment increasing one part of the property on Breese Hollow Road from seven acres to 7.48 acres. The remainder of the property, 151 acres, will be divided into two lots, creating a three lot simple subdivision. Rietz will retain the 7.48 acres and plans to sell the remaining lots. The Board approved the three lot simple subdivision.[/private]
