According to Rensselaer County Sheriff’s Office Public Affairs Officer Yvonne Keefe, on July 1 at approximately 11:30 am Rensselaer County Sheriff’s deputies arrested Kevin J. Ramer, age 27, of 15 River Road, Apt #2, Hoosick Falls, and charged him with section 263.15 and 263.16 NYS Penal Law Promoting a Sexual Performance of child (D-Felony) and Possessing a Sexual Performance by a child (E-Felony).
[private]The arrest is the result of a seven month investigation between the Sheriff’s Office and the Rensselaer County Probation Dept. Ramer was on Probation as a level I Sex Offender for a previous arrest and conviction for sexual abuse 2nd Degree.

Ramer was arraigned in Hoosick Falls court before the Honorable Judge Robert Whalen and remanded to the Rensselaer County Jail on $5,000 bail. Ramer was due back in Hoosick Town Court on July 3.
According to NYS law, a Level 1 sex offender is a person at a low risk of repeating the offense.
Penal Law 263.15 states, “A person is guilty of promoting a sexual performance by a child when he produces, directs or promotes any performance which includes sexual conduct by a child less than seventeen years of age.
Penal Law 263.16 states, “A person is guilty of possessing a sexual performance by a child when he knowingly has in his possession or control, or knowingly accesses with intent to view, any performance which includes sexual conduct by a child less than sixteen years of age.
Class D felony sentences are usually assigned jail time less than 5 years per felony.
A class E felony is the lowest felony. Sentence might be two to five years in jail, depending upon the circumstances of the case.
