Grafton Town Supervisor Frank Higgins was arraigned in Grafton Town Court on February 24 on a charge of harassment and illegal physical contact.
[private]This was the result of a police report filed by the Deputy Town Clerk Catherine Goyer about an incident which happened in the Town Hall. The Deputy Town Clerk and a Town Board member who witnessed the incident both declined to comment on what happened.
Higgins said he did not touch the Deputy Town Clerk. He said he asked her repeatedly to leave his office, and while she was standing in the doorway he tried to close the door and she alleges that he hit her with it. The two have been involved in various conflicts which began almost as soon as Sue Putnam appointed Cathy Goyer as the Deputy Town Clerk in June of 2014.[/private]
